Prior Legal Employment:
Former Commissioner, Federal Energy Regulatory Commission. Confirmed by the U. S. Senate on August 27, 1980 and served until July 12, 1984, when I left the Commission to go into private legal practice and consulting in Washington, D.C.

I have served as an expert witness and consultant to the natural gas and electric utility industry, appearing in numerous proceedings in state and federal court, before regulatory agencies, and state legislatures as an advisor on complex contract issues, regulatory policy, procedure and interpretation of regulations at FERC, including negotiating positions and claims at the state and federal level.

In Texas, I served as Assistant Attorney General as Chief of the Public Utilities and Transportation Division of the Texas Attorney General’s Office under John Hill from 1976-1979, directing two major divisions of the office and litigating complex court cases, legislation and appellate decisions heavily impacting the State.

I joined the firm of Evans, Pharr, Trout, & Jones in Lubbock, Texas on November 15, 1964, gaining litigation experience in the defense of personal injury liability, health and accident policy suits for various insurance companies. Other assignments entailed working with other members of the firm for clients with banking, transportation and commercial litigation matters. Experience was also acquired in federal taxation matters involving corporate issues and other cases before the U.S. Tax Court.

I am the recipient of the Secretary of Energy’s Meritorious Service Award and the FERC Chairman’s Medal for Exemplary Service in 1984.

I am the recipient of the Multi-Door Dispute Resolution Distinguished Service Medal, awarded May 31, 2000, one of three ever awarded for outstanding achievement in mediation of difficult and complex cases.

Additional information:
I served in the U.S. Army at Fort Benning, Georgia, from 1961-1963, as a Medical Service Corps Officer. This unit was a part of the Strategic Army Command Readiness Force that was sent in support of Infantry and Airborne units to all the trouble spots around the globe. While on active duty, my unit was sent to Florida for the Cuban Missile Crisis in 1962. I served as Platoon Leader and Supply Officer on a Company level, and was promoted to First Lieutenant. I was appointed personnel and Legal Officer for the Battalion, and thereafter, Adjutant and Detachment Commander. There, I led numerous Staff activities, inspections, ceremonies, field exercises, and the defense of cases by courts martial. I graduated from the Jungle Warfare Training Center, Fort Sherman, The Canal Zone, in 1962. He was then asked to join the General Staff of Lt. General W. A. Canard of the then 11th Air Assault, later known as the 1st Air Cavalry Squadron, Second Division, Fort Benning, as his legal officer. Instead, I elected to return to law practice in Texas in 1963, and retired in the inactive reserve as a Captain.
